The Non-Governmental Organizations Board of Malawi (NGO Board) has a statutory mandate to regulate the operations of all NGOs in the country. The Board is governed by the National Non-Governmental Policy which empowers it to develop and enforce regulations on partnerships between Local Non-Governmental Organizations (LNGOs) and International Non-Governmental Organizations (INGOs) (section 3.2 (i)) as well as fostering sustainability of NGO interventions through capacity building, networking and partnerships (section 2.4 (vii)). Against this background, the Board wishes to engage all LNGOs and INGOs through regional stakeholder consultative meetings whose primary purpose is to develop recommendations to feed into the development of subsidiary regulations that will enhance partnerships between LNGOs and INGOs in an effort to ensure effective operation of the NGO Sector in the country. The need for regulatory framework on partnerships between LNGOs and INGOs is regarded as a
policy issue that requires thorough consultations with relevant stakeholders. It is expected that after these consultative meetings, a consensus on how to govern the working relationship between LNGOs and INGOs will be reached and recommendations will also be made that will be submitted to the Ministry of Justice to draft the necessary regulations.
The NGO Board is committed to promoting transparency and accountability as some of its core values and we believe that these meetings will bring out issues that will be discussed in an open manner to further strengthen the NGO Sector.
