NGO Regulatory Authority was established to register and regulate the operations of NGOs in Malawi. To effectively carry out our operations, we have two Directorates namely: Corporate Services and Economic and Monitoring Services.

Corporate Services

The department of corporate services headed by the Director of corporate services deals with all relationships with stakeholders internal and external such as government, donors, public and Non-Governmental organizations. The department also handles the first mandate of registration through the unit of registration and reporting headed by the Registration and Reporting Manager. This unit is responsible for ensuring that all Non-governmental organizations operating in the country are registered and well regulated. The other two units under the Directorate of Corporate services are Human resource/administration and finance which are basically rendering support services to the entire organization and headed by Finance and Administration Manager. Overall the directorate is responsible for the following:

  1. Facilitating development and enforcement of regulations, by-laws and guidelines for operations of NGOs;
  2. Enhancing integrity through awareness creation on transparency and accountability in the NGO sector in accordance with the NGO Act;
  3. Developing and implementing standards for governance structures of NGOs
  4. Coordinating internal and external relations with stakeholders;
  5. Coordinating all administrative and support functions/services;
  6. Managing Ministry’s assets and financial as well as human resources
  7. Promoting staff development and capacity building at all levels; and
  8. Facilitating the amendment and review of the NGO Law and other related legislations.

Economic & Monitoring Services

The Economic and Monitoring Services Department exists to improve coordination and availability of a strong and efficient mechanism (database) for effective monitoring and assessing the impact of the NGO sector to national development. The Directorate has two units namely: Economic and Monitoring and Statistics. Its keys functions include:

  1. establishment and implementation of MOUs between local councils and NGOs;
  2. ensuring equitable spatial distribution of NGOs in the country;
  3. Monitoring and evaluation the work of NGOs across the country;
  4. Develop and manage the Non-Governmental Organization Management Information System as well as NGO database for evidence-based decision-making purposes;
  5. Building the capacity of local councils including local structures to manage NGOs at local level;
  6. Promoting alignment of NGO work to the national and Local Development Strategies such as MGDS III and DDPs;
  7. Coordinating efficient management of District Service Center Offices; and
  8. Conducting research or surveys on issues affecting the NGO sector e.g assessment of the contribution of the NGO sector to the national development.
