Guidelines and Road-Map On the Implementation of the Non-Governmental Organizations (Operations of International NGOs) Regulations, 2024.

The NGO Regulatory Authority (NGORA) is pleased to publish the Guidelines and Road-Map on the Implementation of the Non-Governmental Organizations (Operations of International NGOs) Regulations, 2024. This document serves as a practical reference for International Non-Governmental Organizations (INGOs), Local Non-Governmental Organizations (LNGOs), government institutions, development partners, and other stakeholders involved in Malawi’s development sector.

The Guidelines have been developed to support the effective operationalization of the Regulations by providing clarity on the legal, administrative, and compliance requirements governing the operations of International NGOs in Malawi. They outline key processes, responsibilities, and expectations aimed at fostering transparency, accountability, coordination, and meaningful partnerships between International NGOs and Local NGOs.

In addition, the document provides a structured implementation road-map to guide stakeholders through the transition and implementation process, ensuring that development interventions are aligned with national priorities and regulatory requirements. It also seeks to strengthen collaboration among stakeholders, promote sustainable development outcomes, and enhance the contribution of the NGO sector to Malawi’s socio-economic development.

NGORA encourages all stakeholders to familiarize themselves with the contents of this document and apply its guidance in their operations. Through collective adherence to the Regulations and these Guidelines, the NGO sector can continue to play a vital role in delivering impactful, accountable, and sustainable development initiatives across the country.
