As localisation continues to shape global development discussions, this paper explores the local perspective on why development must move beyond externally driven interventions towards systems that are community-led, aligned with district priorities, and grounded in national aspirations such as Malawi 2063.
The paper highlights that localisation is not simply about transferring resources or decentralising activities. It is about redefining who sets priorities, controls resources, shapes partnerships, and drives sustainable development outcomes.
By bringing together perspectives from local actors, NGOs, and district governance structures, this document contributes to an important conversation on building development systems that are coordinated, accountable, locally owned, and responsive to the realities of Malawian communities.
Localization succeeds when communities are not passive beneficiaries, but active drivers of change.
